校園足球外籍教師支持項目的通知

各省、自治區、直轄市教育廳（教委）、科技廳（委、局），新疆生產建設兵團教育局、科技局：

一、主要目的

（二）支持經費及用途。經費由國家2019年青少年校園足球扶持資金支持，根據訓練營與外籍教師簽訂合同或協議中明確的年薪等費用進行一定額度的資助。資助經費主要用于外籍教師的稅前薪酬、國際差旅、安全保險、招募引進服務費和適當的生活補貼等。資助費用標準為每年不超過40萬/人，如由其他途徑已獲得相關資助的外籍教師再進行申報，資助經費將進行適當調整，不重復資助。資助經費按相關規定撥付到項目執行單位。各單位可根據合同或協議適當補助相關經費。

（四）支持周期。資助周期以學年為單位，原則上為2019年9月至2020年6月，共10個月。可根據外籍教師來華工作時間作適當調整。

（一）外籍教師條件。外籍教師除具備外國人來華工作許可的一般規定外，還應同時具備以下條件：（1）22—55周歲；（2）相當于我國大學專科以上學歷；（3）原則上具有歐足聯A級以上教練證或同類水平級別證書；（4）3年以上青少年（15歲以下）足球教學培訓經歷；（5）具有良好的職業道德，身體健康，無犯罪記錄。對工作經驗豐富的外籍教師申請人，可適當放寬學歷、年齡等要求。漢語水平優異者優先考慮。上一年聘用的優秀外籍教師，可以在雙方協商基礎上續聘。

四、申報程序

（二）省級教育行政部門審核推薦。各省級教育行政部門要組織專家對申報訓練營材料進行審核，特別是對申報單位基本條件、外籍教師條件、申請資助經費額度等內容要嚴格把關。經審核同意后填寫全國青少年校園足球外籍教師支持項目推薦表（附件2），向教育部進行推薦申報。

五、有關要求

（二）手續辦理。各地科技廳（委、局）要把校園足球外籍教師列入外國人來華工作許可范圍，為外籍教師來華積極創造條件，協助申報單位辦理外籍教師來華工作許可手續等事宜。

（四）調研考核。中國教育國際交流協會為聘請外籍足球教師支持項目申報工作的服務單位，各地可向該協會提出申報需求。在項目實施期間，委托中國教育國際交流協會參與對外籍教師教學、訓練和競賽等情況的調研考核工作。外籍教師來華工作結束后，接受資助的單位應做好績效考核和工作總結，并及時報送教育部體衛藝司。

Notice of Support Project for Foreign Football Teachers on Campus

Provinces, autonomous regions, and municipalities directly under the Education Department (Education Committee), Science and Technology Department (Committee, Bureau), Xinjiang Production and Construction Corps Education Bureau, Science and Technology Bureau:

I. Main purpose

II. Support methods

(1) Support funds and purposes. The funding is supported by the National Youth Campus Football Support Fund for 2019, and a certain amount of funding is provided according to the annual salary and other costs specified in the contract or agreement signed between the training camp and the foreign teachers. Funding is mainly used for pre-tax remuneration of foreign teachers, international travel, security insurance, recruitment and introduction service fees, and appropriate living allowances. The funding fee standard is no more than 400,000 per person per year. If foreign teachers who have received relevant funding from other sources report again, the funding will be appropriately adjusted and no repeated funding will be provided. Funding funds are allocated to the project implementation unit in accordance with relevant regulations. All units can appropriately subsidize related funds according to the contract or agreement.

(2) Support cycle. The funding period is based on the academic year. In principle, it will run from September 2019 to June 2020 for a total of 10 months. Appropriate adjustments can be made according to the working hours of foreign teachers in China.

III.? Conditions for foreign teachers. In addition to the general requirements for foreigners to work in China, foreign teachers must also have the following conditions:
(1) 22-55 years of age;
(2) equivalent to a college degree in China;
(3) UEFA in principle Coach certificate above A level or similar level certificate;
(4) more than 3 years of youth (under 15 years) football teaching and training experience;
(5) have good professional ethics, physical health, and no criminal record. For foreign teacher applicants with rich work experience, requirements such as academic qualifications and age can be relaxed appropriately. Excellent Chinese proficiency is preferred. The outstanding foreign teachers hired in the previous year can be renewed on the basis of mutual consultation.

Ⅳ. Application Procedures

(1) Review and recommendation by the provincial education administrative department. Provincial education administrative departments shall organize experts to review the materials of the application for training camps, and in particular, shall strictly control the basic conditions of the application units, the conditions of foreign teachers, and the amount of funding applications. After review and approval, fill in the National Youth Campus Football Foreign Teacher Support Project Recommendation Form (Annex 2), and make a recommendation declaration to the Ministry of Education.

V. Related requirements

1) Procedures. The local science and technology departments (committees and bureaus) should include campus football foreign teachers in the scope of work permits for foreigners to come to China, actively create conditions for foreign teachers to come to China, and assist applicants in handling foreign teachers’ work permit formalities in China.

(2) Investigation and evaluation. The China Education International Exchange Association is a service unit that employs foreign football teachers to support the project declaration work, and localities can submit application requirements to the association. During the implementation of the project, China International Education Association was entrusted to participate in the investigation and assessment of foreign teachers’ teaching, training and competition. After the foreign teachers come to China to work in China, the funded units should do a good job of performance evaluation and work summary, and submit it to the Department of Sports and Health Arts of the Ministry of Education in a timely manner.
